How does the housing model work?
Residents selected for any of our housing initiatives will live rent-free and mortgage-free for ten years. After that, the deed is transferred, making the home fully theirs to own.
Who is eligible for a home in Blue Haven?
Applicants must live and serve in Western North Carolina. We’re looking for individuals who are deeply invested in their community and want to stay rooted here for the long term. [See eligibility requirements]
Is there a cost to apply?
No, there is no cost to apply.
Is there an obligation to move into the home once I start the application process?
No, there is no obligation to move in by starting the process. You have the ability to withdraw your application at any time prior to signing your offer letter.
What type of homes are provided?
Homes are 2- or 3-bedroom eBuilt homes constructed by Clayton Homes. They are energy-efficient (reducing energy bills by up to 50%) and include:
  • Attached garages
  • Essential appliances
  • Furnishings (beds, dressers, sofa, dining set, etc.)
Will there be a Homeowners Association (HOA) and will I be required to be a member of the HOA?
Yes, Blue Haven will have an HOA, and all homeowners will automatically become members. This will help maintain shared spaces and uphold community standards.
Will there be any costs?
While there are no rent or mortgage payments required, residents will contribute to shared HOA costs, such as grounds maintenance and common area upkeep. Residents will also be responsible for shared management fees including taxes, insurance, and utilities.
Are other resources available through Chief Cares?
While our program focuses on housing, Chief Cares collaborates with local partners to provide additional wrap-around support, such as:
  • Legal or insurance support
  • Emotional and spiritual care
  • Financial coaching
  • Educational programs through local community colleges
Where is Blue Haven located?
Blue Haven is located in Avery County, North Carolina, with 40 homes currently under construction. The first group of residents is expected to move in this fall.
