Blue Haven is the first neighborhood in our housing initiative—built to provide long-term stability for the people who make this region strong.
Located in beautiful Avery County, Blue Haven isn’t just a place to live, it’s a pathway to long-term stability and homeownership.
Each of the 40 homes is offered mortgage-free and rent-free to community pillars—educators, healthcare workers, first responders, and others who selflessly serve Western North Carolina.

How it works:

Residents live in their home for ten years, where they’ll continue to invest in the community.
At the end of the ten-year term, the deed is transferred, making the home fully theirs to own.
It’s a unique model built on trust, dignity, and a shared investment in the future of this region.
Because we believe those who care for our communities should have the chance to stay rooted—right where they're needed most.

At Chief Cares, we know that rebuilding a life takes more than a roof over your head. That’s why Blue Haven offers wraparound services designed to help residents thrive—personally, professionally, and financially. These may include:
- Financial coaching and homeownership education
- Access to mental health and wellness resources
- Career support and continuing education opportunities
- Connection to local services and peer networks
